Jasper County Business License: South Carolina's Fastest-Growing County

Jasper County Business License: South Carolina's Fastest-Growing County

Jasper County grew 33.7% since 2020, the fastest growth of any county in South Carolina. New contractors, retailers, restaurants, and service companies are opening there, and many of them are discovering that the county has its own local business license. The state does not issue a general business license, so the county or city license is usually the local step you need after you register your entity. This guide covers what the Jasper County business license costs, when it is due, how Jasper County sales tax works, and what else to check before you open.

This article is informational content, not legal or tax advice. Fees, rates, and procedures can change, so confirm current figures with Jasper County, the South Carolina Department of Revenue, or the city before you pay or file. For complex ownership structures, multi-county operations, or questions about how your income is measured, talk with a qualified attorney or CPA.

South Carolina Has No Statewide Business License

South Carolina has no general statewide business license. Registering your LLC or corporation with the Secretary of State is a formation filing, not a business license. Local business license taxes are levied by most cities and by nine counties: Beaufort, Charleston, Dorchester, Horry, Jasper, Marion, Orangeburg, Richland, and Sumter. Jasper County is one of those nine.

Forming an LLC costs $110 for the Articles of Organization. You can file through Business Entities Online, where the Secretary of State says documents are returned in 24 to 48 business hours. The Secretary of State does not publish an expedited tier, so online filing is the fastest path. A standard LLC files no annual report with the state. Your LLC must also keep a South Carolina registered agent with a street address on file, and you should name that agent on the formation document.

Sole proprietors and general partnerships do not file organizing documents with the Secretary of State at all. They still need to check the county and city license requirements, and they may need a SCDOR Retail License if they sell tangible goods.

Jasper County Business License Fees for 2026-27

Jasper County sets the business license tax by class, and the amount is based on your gross income. Classes run from Class 1 at the bottom to Class 7 at the top. Your class depends on your business type, so ask the county which class applies to yours before you apply.

ClassBase feeAdditional charge
Class 1$20 on the first $2,000 of gross income$0.50 per $1,000 above that
Class 7$50$1.10 per $1,000

The classes between Class 1 and Class 7 follow the same structure, and confirm the exact rate for each class with the county. The per-$1,000 rate steps down on gross income above $7 million, so high-revenue businesses should confirm their exact amount rather than multiply the rate by their total.

As an illustration only, if a Class 1 business reported $50,000 in gross income and the $0.50 rate applies to every $1,000 above the first $2,000, the calculation would be $20 plus $24, or $44. Confirm the calculation method with the county, because the way gross income is defined and reported can change the result.

Jasper County doubles the license fee for businesses operating from outside the county. If your business is located outside Jasper County but serves customers inside it, ask the licensing office whether the doubled rate applies to you before you file.

The county licensing office is at 358 3rd Avenue in Ridgeland. Call ahead to confirm office hours, the application method, and what documents to bring.

License Year, Due Date, and Late Penalties

The Jasper County license year runs May 1 to April 30. Renewals are due by April 30, and the renewal portal is localblrenewal.com, the online renewal site the SC Revenue and Fiscal Affairs Office points to for local business licenses.

If you miss the deadline, a late penalty of 5% per month applies starting May 1. A business that renews late for several months can accumulate a significant penalty, so calendar April 30 as a hard deadline and set a reminder at least 30 days before it.

If you are opening in the middle of the year, the 2026-27 license year is already underway as of today. Ask the county whether your first license is prorated for the remaining months or whether you pay the full annual amount. Do not assume either answer until the county confirms it in writing.

Jasper County Sales Tax: The 9% Rate Since May 1, 2025

Jasper County's sales tax rate has been 9% since May 1, 2025. The state base rate is 6%, so the rest of the 9% comes from local levies. Confirm the breakdown of the local portion with the SCDOR and the county, because local rates can change and you need the correct rate to charge customers and file returns.

If you sell tangible goods in South Carolina, you need a SCDOR Retail License. The license is a one-time, nonrefundable $50 fee per location, applied for through the Business Tax Application on MyDORWAY. You can start the application at the SCDOR retail license page. Apply for one license per location if you operate in more than one place.

City Licenses: Ridgeland and Hardeeville

Hardeeville and Ridgeland issue their own city business licenses. If your business is inside either city limits, the city may require its own license, and the county license may not be enough by itself. If your business is in unincorporated Jasper County, the county license is the one that applies.

Because the rules depend on where your business is physically located, confirm the location before you apply. Ask the city and the county whether you need one license or both, and get the answer in writing. Operating without a required city license can create penalties on top of the county's late fees.

The Hilton Head-Bluffton Spillover

Jasper's growth is closely tied to the Hilton Head and Bluffton market across the county line. Some businesses that serve Hilton Head and Bluffton customers are choosing to locate in Jasper County, and some Jasper businesses sell into Beaufort County as well. Beaufort County is also one of the nine counties with a local business license tax.

If you operate in Beaufort County and serve Jasper customers, or the reverse, you may face licensing in more than one county. Start with the question of where your business is physically located and where you make sales. Those two answers determine which licenses and sales tax rules apply.

Other Requirements to Check Before You Open

  • Trade names (DBA): South Carolina has no state DBA filing, and the Secretary of State does not register DBA or trade names. There is no separate DBA filing; list the trade name on your local business license. List the trade name on your IRS EIN application and on the SCDOR Business Tax Application. Review the requirements at South Carolina Business One Stop.
  • Name reservation: You can reserve an entity name for 120 days for $25. The reservation cannot be renewed, so file the formation documents before it expires.
  • Retail food: If you sell food, the retail food permit comes from the South Carolina Department of Agriculture, not DHEC. DHEC was split in 2024, so older guides that point to DHEC may be out of date.
  • Contractors: South Carolina requires a commercial contractor license for work above $10,000 and a residential specialty registration for work above $500. Confirm the current requirements and application process with the state contractor licensing agency before you bid on a job.

Step-by-Step Checklist

  1. Choose your legal structure and file the formation documents with the Secretary of State. An LLC filing costs $110.
  2. Get an IRS EIN and list any trade name on your local business license.
  3. Confirm your business class and estimate your gross income with Jasper County, and ask whether Ridgeland or Hardeeville also requires a license.
  4. Apply for the county or city license and ask how the first year is prorated if you open mid-year.
  5. If you sell tangible goods, apply for a SCDOR Retail License for each location at $50 per location.
  6. Check whether your business needs a retail food permit from the Department of Agriculture or a contractor license.
  7. Calendar April 30 as your renewal deadline and plan for the 5% monthly penalty if you miss it.

Where to Confirm Current Figures

Jasper County's growth creates real opportunities, but the licensing rules are local and they change. Before you sign a lease, buy equipment, or bid on a contract, confirm your class, your license requirements, and your sales tax obligations. If your ownership structure, multi-county operations, or tax treatment are complicated, work with a qualified attorney or CPA who knows South Carolina.
